Uldis Ķinis
Vice-President of the Constitutional Court

Uldis Ķinis was born on June 11, 1953.

In 1981, Mr. Ķinis graduated the Faculty of Law of the University of Latvia. After he had, in 1997, obtained the master’s degree in Law he continued his studies in doctoral programme at the Faculty of Law of the University of Latvia. In 2006, Mr. Ķinis was conferred the doctoral degree in Law. Since July 2007 he was elected an associate professor of the Faculty of Law of the Riga Stradiņš University [Rīgas Stradiņa universitāte].

Mr. Ķinis was enrolled in different training courses in Norway, USA, the UK and Sweden.

Since 1981 Mr. Ķinis is working in judicial system. From 1981 to 2006, he was the chairman of the Kuldiga Region Court.

From August 2004 to July 2005, Mr. Ķinis worked as the senior legal expert in the framework of the EU Law Mission in Georgia (EUJUST – THEMIS) but, from September 2005 to March 2006, he acted as legal expert of the EU Special Envoy for security in the South Caucasus (EUSR).

From 1997 to 2001, Mr. Ķinis was an expert of Cyber Crime Committee of the Council of Europe, has participated and reported on problems of capacity and efficiency of judiciary, as well as criminal law in international conferences. He is the author of more than 30 publications mainly on problems of criminal law and information communications law.

From 10 March 2008 to 15 April 2011, Mr. Uldis Ķinis participated as an ad litem judge in adjudication of the case “Prosecutor v. Ante Gotovina et al” at the International Criminal Tribunal for the Former Yugoslavia.

On December 14, 2006 he was appointed, by the Saeima (Parliament), a justice of the Constitutional Court. Has been the Vice-President of the Constitutional Court from January 31, 2007 to March 7, 2008. On March 5, 2014 elected the Vice-President of the Constitutional Court once more.
