The Constitutional Court concludes the experience-sharing project with the Constitutional Court of Ukraine

On Thursday, 15 October, the Constitutional Court concluded the first stage in the experience-sharing project with the Constitutional Court of Ukraine. On this day, the lawyers of the Ukrainian Constitutional Court worked independently with the materials prepared by the project experts on the topic “The recent judicature of the Constitutional Court in cases, initiated on the basis of constitutional complaints”. Afterwards, a round-table discussion in a webinar format was held, during which the parties discussed the topic and also the outcomes of the first stage of the training and outlined the plans for the second stage.

Several judgements by the Latvian Constitutional Court were foregrounded during the round-table discussion (in cases No. 2018-25-01, No. 2019-01-01 and No. 2019-08-01). Experts of the Constitutional Court explained the methodology used in them and drew attention to the findings included in the judgements.

At the conclusion of the discussion, the parties shared their opinions on reaching the objectives set for the first stage of the project. The parties agreed that the process had been valuable experience with high added value because it provided not only theoretical but also practical knowledge.

“We are delighted that the Constitutional Court of Ukraine, identifying the need to increase the knowledge of its Legal Service about the institution of the constitutional complaint, chose the experts from the Constitutional Court of the Republic of Latvia. I believe that the aim of the first stage of the project has been reached, we have familiarised the Ukrainian colleagues with the Constitutional Court’s work process and methods, its experience in examining constitutional complaints, which will reinforce their skills for dealing the issues related to such cases in their daily work,” Alla Spale, the project manager and expert, underscored.

An informative vide about the Constitutional Court was shown to the lawyers of the Ukrainian Constitutional Court to provide insight into the daily work of the Constitutional Court and to create  the sense of being present in it.

About the project

As reported previously, from 5 to 16 October, an experience-sharing project “Reinforcing the Capacity of the Legal Service of the Constitutional Court of Ukraine” is held at the Constitutional Court. As part of the project, the Constitutional Court’s experts organise training lectures, discussions and independent work for the employees of the Legal Service of the Constitutional Court of Ukraine. Experts of the Latvian Constitutional Court will organise the second stage of the project in November of the current year.

The project “Reinforcing the Capacity of the Legal Service of the Constitutional Court of Ukraine” has received the financing from the Ministry of Foreign Affairs, in accordance with the Latvian Development Cooperation Policy Plan for 2020 and its section “Transferring Latvia’s expertise to partner countries”.
