Lawyers from the Constitutional Court of Ukraine study the Latvian model of constitutional complaint
Today, 9 October, was the second day of training in the experience-sharing project of the Constitutional Court “Reinforcing the Capacity of the Legal Service of the Constitutional Court of Ukraine”. In the framework of the project, employees of the Legal Service of the Constitutional Court of Ukraine had the possibility to study the Latvian model of constitutional complaint, focusing on both theoretical and practical aspects of this issue.
Employees of the Ukrainian Constitutional Court spent the first half of the day working independently with the materials on the topic, prepared by the project experts; afterwards Advisor of the Constitutional Court Elīna Podzorova lead the training in the webinar format. She told the Ukrainian colleagues about the admissibility criteria set for the constitutional complaint and the competence of the Constitutional Court’s Panels to examine these complaints. The participants of the seminar together with Elīna Podzorova discussed also the practical aspects of preparing and hearing the cases initiated on the basis of constitutional complaints.
On the third day of the project, on 12 October, the employees of the Ukrainian Constitutional Court will master the methodology for examining the constitutionality of a restriction on fundamental rights and will learn about the importance of the case law of the European Court of Human Rights in clarifying and interpreting the content of fundamental rights, embedded in the Satversme of the Republic of Latvia. This training also will be held in the form of a practical session and a lecture.
About the project
As reported previously, from 5 to 16 October, an experience-sharing project “Reinforcing the Capacity of the Legal Service of the Constitutional Court of Ukraine” is held at the Constitutional Court. As part of the project, the Constitutional Court’s experts organise training lectures, discussions and independent work for the employees of the Legal Service of the Constitutional Court of Ukraine.
The project “Reinforcing the Capacity of the Legal Service of the Constitutional Court of Ukraine” has received the financing from the Ministry of Foreign Affairs, in accordance with the Latvian Development Cooperation Policy Plan for 2020 and its section “Transferring Latvia’s expertise to partner countries”.
