Lawyers of the Constitutional Court of the Republic of Moldova on an experience-sharing visit to the Latvian Constitutional Court

From 6 to 12 June, four judges’ assistants from the Constitutional Court of the Republic of Moldova (hereinafter – Moldova) will visit the Constitutional Court of the Republic of Latvia to share experience. An intensive programme has been planned for the visit, allowing the guests to become familiar with the work of the Legal Department of the Constitutional Court and also to gain an in-depth insight into the legal proceedings before the Constitutional Court and the Latvian model of constitutional complaint.

This experience sharing was initiated by Mihai Poalelungi, the President of the Constitutional Court of Moldova. The aim of this visit is to share experience. The lawyers from the Constitutional Court of Moldova will become familiar with the methodology for reviewing the constitutionality of restrictions on fundamental rights used by the Latvian Constitutional Court and to acquire practical skills in applying it. During the experience sharing visit, the guests will have the possibility to meet and engage in discussions with the Justices of the Constitutional Court, employees of the Legal Department, to participate in assessing applications, as well as to observe the progress of cases through various stages of the legal proceedings before the Constitutional Court. Moreover, the lawyers will have the opportunity to find out how the interpretation of the norms of the Satversme is performed, in particular, in interconnection with the European and international law.

The President of the Constitutional Court Ineta Ziemele underscores: “Exchange of experience is a valuable tool for promoting judicial cooperation and dialogue at international level. Both sides have a good opportunity to share their experience and improve their professional knowledge. In addition, such international cooperation is oriented towards achieving practical goals.”

Eugen Revenco, the Ambassador of Moldova to Latvia, was actively involved in organising the visit and invited the participants of the cooperation project to visit the Embassy of Moldova.

Pursuant to the Latvian Development Cooperation Plan for 2019 and the section of this plan “Transferring the Latvian Expertise to Partner States”, it is planned to organise two more experience-sharing visits for the lawyers from the Constitutional Court of Moldova to the Latvian Constitutional Court. These visits will be financed by the Latvian Government.
