Following the end of the state of emergency, the Constitutional Court continues to operate with a number of restrictions and takes advantage of technologies

In order to restrict the spread of Covid-19, on 12 March Latvia declared a state of emergency which was lifted on 9 June. As of 10 June, the judges and staff of the Constitutional Court will continue to perform their official duties face-to-face while observing epidemiological safety measures, including recommendations of the Centre for Disease Prevention and Control. Specific restrictions for visitors of the Court will remain in place in order to prevent health risks to the staff and visitors of the Court.

The Constitutional Court continues to encourage potential applicants, case participants and third parties to communicate with the Court using electronic means of communication or leave documents in a mailbox located outside at the Court entrance. Larger documents can be handed over in the Court hall; an acknowledgement of receipt of the document can also be obtained there if necessary. Before entering the Court all visitors are requested to disinfect their hands – a disinfectant will be available at the Court entrance. Distancing must be observed in the Court hall, face masks will also be available.

The Constitutional Court will ensure uninterrupted work of the Court, taking advantage of technology among other solutions. All currently examined cases (No 2019-12-01, No 2019-23-01, No 2019-27-03 and No 2019-24-03) that are heard by the Constitutional Court sitting with the participants of the case being present will be completed using video conferencing. Case participants and third parties are made aware of proceedings and requirements to be observed during remote court hearings.

Court hearings with case participants present, delivery of judgments and subsequent press conferences will continue to be available for watching on the homepage and in YouTube account of the Constitutional Court. Information will also be available in the Court’s Twitter account @Satv_tiesa.
