A justice of the Constitutional Court Mr. Viktors Skudra has passed away

Yesterday, on May 22, a justice of the Constitutional Court, a Vice-President of the Constitutional Court Mr. Viktors Skudra who was the first Minister of Justice of the re-established Republic of Latvia has gone beyond the veil unexpectedly.

Mr. Viktors Skudra was born on 10 July 1943 in Latgale, in Mākoņkalna parish. In 1973, he graduated from the Faculty of Law of the University of Latvia. From 1970, he was working at the public prosecutor’s office, namely, he was employed in the prosecutor’s office in the Prosecutor’s Office of the Riga City District where he was working as an inspector and assistant to the public prosecutor; later he was employed in Saldus and Ventspils, and finally Mr. V. Skudra was appointed a Deputy Prosecutor General.

From 1988 to 1993, Mr. Viktors Skudra was a Minister of Justice of Latvia. For the contribution into restoration of independence of Latvia during the period from 1989 to 1991, he was awarded Fourth Degree Three Star Order.

In 1993, Mr. Viktors Skudra amassed his experience in law working as a sworn advocate and being a manager of a law office. At the end of 2006, he was confirmed, by the Saeima [Parliament] a justice of the Constitutional Court, and he took his position of a justice on 31 January 2007. On 28 June 2010, however, he was elected a Vice-President of the Constitutional Court.

Colleagues who had the honour to work together with Mr. Viktors Skudra at the Constitutional Court will remember him as a fair judge and experienced and intelligent lawyer who had never refused undertaking responsibility and always went into details of matters. Mr. Viktors Skudra was attentive, polite and tolerant when communicating with colleagues. A smile, readiness to help, accuracy, working habits, diplomacy and a good taste were the most prominent characteristic traits of him.
