Aivars Endziņš

President of the Constitutional Court

Aivars Endziņš was born on December 8, 1940.

In 1968 he graduated from the Faculty of Law of the Latvia University; in 1972 completed post-graduate studies at the Faculty of Law of Moscow State University. Doctor of Law. From 1972 to 1990 Associate professor of law at the University of Latvia, since 1990 – at the Police Academy of Latvia. Since 2002 – Professor of the Police Academy of Latvia.

From 1990 to 1993 was the Deputy of the Republic of Latvia Supreme Council. Has carried out duties of the Chairman of the Legal Affairs Committee and those of the Member of the Presidium of the Supreme Council. From 1992 to 1995 in the Special Guest Status has carried out the activities of the Parliamentary Assembly of the Council of Europe, but from 1995 to 1996 was a Member of the Parliamentary Assembly of the Council of Europe and also Head of the delegation of Latvia in Parliamentary Assembly of OSCE. Has been Head of the delegation of Latvia at several IPU Conferences. In 1992 became the Associated Member, since 1995 – the Member of the Commission ”Democracy through Law” but since 2005 is the Vice-President of the Commission.

Author of more than 60 publications, mainly on issues of constitutional law and human rights.

Recipient of the Order of the Three Stars (3rd class) and the Italian State Order Grande Ufficiale, as well as has been awarded with the Badge “For participation in the Barricades in 1991”.

In 1996 Aivars Endziņš was approved as the Judge of the Constitutional Court. Up to 2000 he was the Acting Chairman of the Constitutional Court. In 2000 was elected the Chairman of the Constitutional Court.

His term of office expired in January 2007.

On November 3, 2020, he received the award of the Cabinet of Ministers for a significant contribution to the development of the Latvian justice system, strengthening of democracy and the rule of law.

The Judge died on 21 November 2023.
