Launch of the Commentaries on the Satversme, Chapter V

On Tuesday, 11 June, the Speaker of the Saeima Ināra Mūrniece, the newly elected President Egils Levits, the President of the Constitutional Court Ineta Ziemele and the manager of the scientific project – Commentaries on the Satversme – Ringolds Balodis officially launched the fifth volume of the scientific commentaries on the Satversme “Commentaries on the Satversme of the Republic of Latvia. Chapter V “Legislation”” at the Yellow Hall of the Saeima building. Employees of the Constitutional Court who had contributed to these commentaries also participated in the event. The sizeable volume reveals the scope of Articles included in Chapter V and the practice of their application.

“In a democratic state governed by the rule of law, it is the task of legislation to record the ideas created by free people in the regulatory framework. At the same time, the legislator must constantly ascertain that the legal regulation is such that gives a person the opportunity of self-realisation and allows exercising his liberty and implement his ideas,” Ineta Ziemele, the President of the Constitutional Court, underscored in her address.

The manager of the scientific project – the Professor of the Faculty of Law, the University of Latvia, Ringolds Balodis – confirmed that the explanatory work regarding the last chapter of the Satversme – Chapter II “The Saeima” had started.

The President of the Constitutional Court Prof., Ph.D. Ineta Ziemele, the Vice-president of the Constitutional Court Prof., Dr.iur. Sanita Osipova, the Justice of the Constitutional Gunārs Kusiņš, as well the employees of the Constitutional Court Alla Spale, Andris Pumpišs, Eva Vīksna and Elīna Kursiša have contributed to the commentaries on the Satversme.

The seventh volume of the scientific commentaries on the Satversme was published by the publishing house “Latvijas Vēstnesis”.
