Active work in the Constitutional Court is set to continue into the second half of the year

In the first half of the year, the Constitutional Court initiated 40 cases, which significantly exceeds the total number of cases initiated in the previous year. As a result, active work in the Constitutional Court will continue into the second half of the year. Currently, the Constitutional Court is preparing 21 cases. 11 cases have been prepared for examining. At the end of August, the Court will begin examining three cases (No 2019-32-01, No 2019-35-01, No 2019-22-01). Currently, the Court has already decided to examine two more cases at hearings with case participants being present (No 2019-29-01, No 2019-33-01). The Constitutional Court has referred three cases to the Court of Justice of the European Union in order to seek clarification on a number of aspects of the European Union law.

In compliance with epidemiological safety measures and national recommendations, the Justices and staff of the Constitutional Court perform their official duties face-to-face as far as possible. Restrictions for visitors of the Court remain in place in order to prevent health risks to the staff and visitors of the Court.

The Court may take a decision to hold remote hearings with case participants being present, subject to the spread of Covid-19 in Latvia and to the extent of the Court’s capability. Court hearings with case participants present, delivery of judgments and subsequent press conferences will continue to be available for watching on the homepage and on the YouTube channel of the Constitutional Court.

Potential applicants, case participants and third parties are still requested to use electronic means of communication to contact the Court. It will still be possible to leave documents in the mailbox at the Court entrance. Larger documents can be handed over in the Court hall; an acknowledgement of receipt of the document can also be obtained there if necessary.

The Constitutional Court continues the implementation of a number of projects aimed at maintaining a dialogue with the public, a dialogue among constitutional bodies and a dialogue among European courts. Taking account of epidemiological safety considerations, these can be implemented using remote communication technologies.
