The Constitutional Court launches an experience-sharing project with the Constitutional Court of Ukraine
From 5 to 16 October, an experience-sharing project “Reinforcing the Capacity of the Legal Service of the Constitutional Court of Ukraine” will be held at the Constitutional Court. As part of the project, the Constitutional Court’s experts will organise training lectures, discussions and independent work for the employees of the Legal Service of the Constitutional Court of Ukraine.
Lectures and discussions will be held remotely, in webinar format. The content of the training has been structured to allow the Ukrainian colleagues to acquaint themselves with the work of the Latvian Constitutional Court and to study in-depth the model of the constitutional complaint in Latvia as well as to master various methodologies that the Constitutional Court uses to examine the compliance of the contested norms with legal norms of higher legal force.
Monday, 5 October, was the first day of the training. Materials about the status, legal proceedings of the Constitutional Court and the organisation of the Court’s daily work as well as information about the Court’s dialogue with society were sent to the project participants from the Constitutional Court of Ukraine. Then a round-table discussion was held remotely, in which three experts of the Latvian Constitutional Court and fourteen employees of the Ukrainian Constitutional Court participated. During the round-table discussion, the project participants presented themselves; the aims and objectives of the project were discussed.

Alla Spale, the expert of the Constitutional Court and the project manager, provided general insight into the legal proceedings before the Constitutional Court and the organisation of its work. Advisor Kristaps Tamužs informed the project participants about the official duties of the Court’s legal staff. Advisor Elīna Podzorova, in turn, told about the Court’s communication strategy and explained how the Constitutional Court engaged in dialogue with society.
In the coming days of the project, the experts will provide valuable knowledge about the constitutional complaint, the methodology for reviewing restrictions on a person’s fundamental rights, interpretation of the provisions of the Satversme of the Republic of Latvia and the legal effects of the rulings by the Constitutional Court. In the framework of the project, the Ukrainian colleagues will have the possibility to consolidate the acquired knowledge in practical training sessions.

The project “Reinforcing the Capacity of the Legal Service of the Constitutional Court of Ukraine” has received the financing from the Ministry of Foreign Affairs, in accordance with the Latvian Development Cooperation Policy Plan for 2020 and its section “Transferring Latvia’s expertise to partner countries”.
