The experience sharing project between the Constitutional Court of the Republic of Latvia and the Constitutional Court of Moldova ends

The Constitutional Court of the Republic of Latvia concludes the two months long experience sharing project with the Constitutional Court of Moldova. Within the framework of the project, the Constitutional Court’s employees and experts conducted several webinars to strengthen the capacity of the Constitutional Court of Moldova.

In the framework of the experience sharing project, ten webinars were held on the role of constitutional courts in a democratic state governed by the rule of law, organisation of constitutional court’s work, admissibility criteria set for applications, methodology of reviewing the constitutionality of restrictions on human rights, the case law of the Constitutional Court of Latvia in the area of the right to property and social security, as well as the principle of judges’ independence, and other relevant issues of constitutional law.

The project concluded with a webinar, in which the experts of the Constitutional Court of Latvia and Judges of the Constitutional Court of Moldova discussed restrictions on the rights of persons in custody and the case law of the Constitutional Court in Latvia in this area, as well as assessed implementation of this project and analysed its results.

President of the Constitutional Court of Moldova Domnica Manole, Judges Nicolae Roșca, Liuba Șova, Serghei Țurcan and Vladimir Țurcan, as well as nine lawyers of the Constitutional Court of Moldova participated in the project.

At the end of the project, President of the Constitutional Court of Moldova Domnica Manole thanked the Constitutional Court of Latvia and project experts for implementation of the project, meaningful discussions and valuable findings, as well as contribution to strengthening the capacity of the Constitutional Court of Moldova.

All participants of the project appreciated very highly the programme of the project, the quality of lectures and discussions, as well as the materials prepared by experts. The evaluation questionnaires also prove that the project was implemented in high quality both with respect to its organisation and content.

The aim of the project was to expand the professional knowledge of Judges and lawyers of the Constitutional Court of Moldova and to reinforce the Court’s ability to provide consistent constitutional expertise, also by applying international human rights provisions and case law in reviewing the legality of restrictions on human rights.

Elīna Podzorova, the Advisor to the Constitutional Court of the Republic of Latvia, managed the project and was involved in preparing the study materials. The project materials were prepared and webinars were conducted by Kristaps Tamužs, the Head of the Legal Department of the Latvian Constitutional Court, and constitutional law expert Alla Spale.

The experience sharing project is implemented with the financial aid of the Ministry of Foreign Affairs of Latvia provided under funds of the budget program 07.00.00 “Development projects for cooperation and international aid”.
